Tries to push a report to the user identified by userId. If the user is not connected to the websocket subscription, the request is accepted but the push is dropped. Completed reports cannot be pushed. The optional lang value determines which report locale the frontend should open. If the locale is not available on the target report, null is returned in the response. The optional message is forwarded to the frontend for display in a toast notification.
